This report focuses on the impact of the U visa, which was created by Congress to enhance victim safety and public safety by encouraging immigrant victims to report and assist in the investigation or prosecution of violent crimes. The report is based primarily on 72 in-person and telephone interviews conducted between April 2017 and May 2018 with crime victims, witnesses, attorneys, and law enforcement officials, as well as court documents. It concludes with policy recommendations for the U visa program.
