The consent decree followed an investigation by the U.S. Department of Justice in which they found reasonable cause to believe that the Baltimore Police Department (BPD) engaged in a pattern or practice of conduct that violates the Constitution and federal law. A consent decree was agreed upon to ensure that the City and BPD protect individuals’ statutory and constitutional rights, treat individuals with dignity and respect, and promote public safety. Part of the consent decree focused on the importance of combating gender bias during investigations of sexual assault in order to improve victim safety and community trust. This included a commitment to identify procedure and practice guidelines for a trauma-informed, victim centered, multi-disciplinary response to sexual assault cases, improved training, and thorough investigations of the crime.
