People in abusive relationships are often afraid to stay because they do not want themselves or their children to be hurt or killed. They are also afraid to leave due to abusers' threats to find them, hurt and/or kill them and/or their children.

On April 12, 1999, the U.S. Department of Health and Human Services (HHS) issued a final set of regulations to provide federal, state and tribal governments with direction in the administration of the Temporary Assistance for Needy Families program. Before issuing the Final Rule, HHS published a Notice of Proposed Rulemaking that included key provisions of TANF. The notice provided the public with an opportunity to submit comments regarding the proposed regulations.

In fiscal year 2013, 58 domestic violence homicide incidents took the lives of 80 individuals in Illinois. This report summarizes data and lessons learned from these incidents where a domestic violence situation became fatal.
