In this paper, the authors explore why child welfare and justice systems need a new emphasis on positive youth development (PYD) approaches that incorporate racial equity and inclusion, why it is important to focus on young adults specifically, and why the child welfare and justice systems are particularly important sectors in which to provide positive, developmentally appropriate supports. 

More than half of all American Indian and Alaska Native women have experienced sexual violence in their lifetime; one in three have experienced rape.
